sometimes stay the npc's of the shops on the water
if this happens u must talk to them
(but you don't get on water)
then u must go to bank => use quickly
then u can buy in your bank the stuff that the npc is selling.

Just log out and back in. That should fix the problem. Please dont abuse this bug.
